…I know there’s sometimes some confusion about names, but I’m pretty sure NASA isn’t short for Northern Alabama Space Administration. Someone ought to point that out to our Mr. Shelby.

You are WAAAAY off base. Everyone on the appropriate Senate subcommittee knows that NASA really IS the Northern Alabama Space Administration.
Now you know what any NASA Administrator is up against. If it isn’t built in Northern Alabama. it doesn’t get built. And yes, a single minority Senator on the Approps Subcommittee *does* have that much power.
I would run across this issue back in the 80′s when I did some lobbying on the Hill.
If SpaceX and Bigelow built facilities in Alabama, Shelby might not have these issues.
Remember, Houston is the NASA command center because of LBJ. It was supposed to be at Goddard in Maryland. After he got his space center, Johnson slashed NASA funding, so that Apollo got to the Moon on fumes.
